Accredited Accountants

The Ministry of Finance and Economic Management recently accredited selected accountants to perform accounting services on behalf of Government. 

 

The level of accreditation awarded to respective accountants differ and may cover all or part of the following:

Level of Accreditation

Accreditation Description

A

State Owned Enterprises (SOEs)

Ability to complete the accounting functions of SOEs including:

  • Monthly, Quarterly, Annual accounts
  • VAT, PAYE, Company Tax Returns
  • Knowledge/ awareness (and experience) of IPSAS and IFRS;
  • Knowledge/ awareness (and experience) of CIGFPPM;
  • Special purpose engagements required for a profit oriented entity.

B

Ministries/ Pa Enua/ Support Offices

Ability to complete the accounting functions of Ministries/ Pa Enua/ Support Offices including:

  • Monthly and Annual Accounts;
  • VAT and PAYE Returns
  • Knowledge/ awareness (and experience) of IPSAS; 
  • Knowledge/ awareness (and experience) of CIGFPPM;
  • Special purpose engagements required for a public sector entity.

C

Aid Projects

Ability to complete the accounting functions of aid projects including:

  • Periodic reports/ accounts;
  • Knowledge/ awareness (and experience) of IPSAS and IFRS; 
  • Knowledge/ awareness (and experience) of CIGFPPM;
  • Special purpose engagements required for a aid projects.

D

Taxation

Ability to complete the required tax returns including:

  • VAT
  • PAYE
  • Company taxation
  • Fixed Asset tax depreciation schedules
  • Working knowledge (and experience)of Cook Islands tax laws.

Travel Report - Disability Budgeting

20th November 2013

Edward Parker from the Budget Division travelled to Nadi, Fiji during the Month of November 2013 to participate in the Inclusive Disability Budgeting and Statistics Workshop.

Treasury Management Division

 The Treasury Management Division of MFEM comprises of 4 Sub-Divisions:

Crown Accounting 

Management of Crown Accounting in relation to co-ordination of financial reporting of the Crown Consolidated Accounts and line Ministries/Crown Agencies monthly accounts including reviewing and monitoring of expenditure of Ministries/Crown Agencies ensuring that they are in line with the MFEM Act.

Budget and Economic Policy 

Budgeting, providing advice and analysis on Government’s policy decisions.

Funds Management 

Payment arm of Treasury, managing Government’s Cashflow, bank deposits and the debt management system. 

Shared Services

Business services provided to the outer Ministries/Crown Agencies; focussing on monthly, annual and other reporting requirements. Payroll and procurement are also managed under this division.
