“Successful Green Climate Fund Workshop Kicked Off Today” 

 - Green Climate Fund Fostering Resilience Workshop - Friday 27th October 2017

Over ninety participants, including representatives from all the Pa Enua, took the time to participate in the Green Climate Fund (GCF) Fostering Resilience Workshop on Friday 27th October, 2017, at the Red Cross Complex in Tupapa.

The Climate Change Cook Islands Division of the Office of the Prime Minister in conjunction with the Development Coordination Division of MFEM hosted the successful half day workshop on the Green Climate fund.  This workshop provided a basic understanding of the fund and advised the Cook Islands on the process to access GCF funds, but more importantly it was an opportunity to voice stakeholder views in developing national climate change related project proposal ideas.

Items discussed during this workshop resonated that climate change is a matter of national security to help build resilience to the impacts of climate change, such as coastal protection, resources for our livelihood and providing a safe place to live. Participants contributed to the workshop during the workshop, breakout sessions and also gave feedback on possible project proposals.

Director of Climate Change, Mr Wayne King (National Designated Authority - NDA of the GCF) encouraged all stakeholders to make the time to meet with the NDA regarding their ideas and proposals, “We encourage every stakeholder to come and meet with our team regarding your ideas and proposals. We want to insure that our community and stakeholders understand that GCF is an inclusive approach and the Climate Change Cook Islands doors is open for all. At stake, is our national social economic development opportunity to build the resilience to the impacts of climate change”.

GCF Accreditation Consultant Elizabeth Koteka, from the Development Coordination Division of MFEM said, “We would like to thank all our stakeholders for taking the time to participate in our workshop and we look forward to fostering the resilience of our Community to the impacts of climate change through mitigation and adaptation”. 

“The Cook Islands has been successful in accessing funds from the GCF for an approved GCF Renewable Energy Project through the accredited entity the Asian Development Bank”. continued Koteka.

The Cook Islands in the process of applying for direct access to the GCF and the two entities that have been nominated to apply for Accreditation in the Cook Islands is the Ministry of Finance and Economic Management (MFEM) and the Bank of the Cook Islands.  

Development Programme Manager for GCF, Krystina Tatuava from MFEM said “The journey to become accredited to the fund is not an easy process but is worth the pursuit to enable the Cook Islands to have direct access to the Green Climate Fund. We look forward to working with the NDA, community and stakeholders to raise more awareness on the GCF and give them the opportunity to voice their views in developing climate change proposal ideas”. 

The team is working together with the NDA to provide a platform for our community to understand the GCF fund and the process to access GCF funds.

The Cook Islands have also been successful in accessing readiness support funds from the GCF through the Ministry of Finance and Economic management and the Office of the Prime Minster to assist with the development of a country programme, to build capacity within the two agencies and assist MFEM with their accreditation process. 

The Bank of the Cook Islands have also been a recipient of readiness funds to have an assessment on their systems carried out by price water coopers who will arriving on the island next week to carry out this assessment for BCI. 

Elizabeth Tommy from the BCI said “BCI’s engagement with the GCF to date has been positive and they are thankful for the readiness support received”.

This workshop was funded by the Green Climate Fund in partnership with the Government of the Cook Islands, Climate Change Cook Islands Division of the Office of the Prime Minister and the Development Coordination Division of Ministry of Finance and Economic Management (MFEM).
