Revenue Management Division


The Ministry of Finance and Economic Management (MFEM) is seeking a leadership professional for the position of Treasurer, Revenue Management Division (RMD). who will report directly to the Financial Secretary.

The ideal candidate will be a strong, influential leader with:

  • an understanding of Cook Islands tax and customs system and a passion for improving community outreach and the ability to demonstrate cultural awareness in all their actions; 
  • excellent stakeholder relationship skills and the ability to work collaboratively with the private sector and Government agencies to provide an exceptional client experience and deliver contemporary, professional and efficient outcomes; 
  • the ability to inspire and develop the people they lead, by managing performance and actively seeking relevant development opportunities and promoting a culture of continuous improvement; and
  • sound understanding of the nature and operations of the public sector, and strong communications skills

TA Services for Green Climate Fund - Cook Islands REadines Programme (multiple)

Expressions of Interest are invited for Technical Assistance Services for the Cook Islands Readiness Programme under the Green Climate Fund (GCF).

The Office of the Prime Minister’s Climate Change Cook Islands (CCCI) Division is the Cook Islands National Designated Authority (NDA) for the Green Climate Fund. The NDA and the Ministry of Finance and Economic Management (MFEM) oversee the Cook Islands Readiness Programme under the GCF.

The following contracts are available within the NDA and MFEM to assist in developing strategic frameworks for engagement with the GCF, including the preparation of the GCF country programme and facilitating progress towards Direct Access accreditation and project proposal development.

Applicants are sought for the post of Development Programme Manager (DPM). This is a full time, permanent role sitting within the Development Coordination Division (DCD) of the Ministry of Finance and Economic Management.

The DPM will be responsible for providing technical advice to government ministries and other stakeholders on development funded programmes. This is an excellent career opportunity as you will be involved in programmes of national importance, driving improved outcomes for the progression of the Cook Islands.

Extensive collaboration with a wide range of government, private sector and NGO’s is a key element to the position. Likewise, the DPM will work with cross functional teams to ensure that programmes are planned, delivered, monitored and evaluated within a strategic framework over a sustained period.

To be successful in this role, you will need to have:

  • Proven experience in the Development field;
  • Planning and organisational skills and experience;
  • A demonstrated ability to develop and manage partnerships with donors, government counterparts, the private sector and civil society;
  • Knowledge and experience in implementing development initiatives, policies and programmes; and
  • Strong verbal and written communication and negotiation skills.
